Judge Finds Former Belpre Police Officer Not Guilty Save Email Print

A Washington County judge has found former Belpre police officer David Garvey not guilty on all charges.

The judge issued the ruling at the request of Garvey's attorney just after Thursday's lunch break.

Garvey was facing four felony charges.

Those charges include obstructing justice, theft in office, tampering with evidence and bribery.

The other charges were related to a traffic stop and a bottle of confiscated pills.

I think that it's terrible that Detective Garvey was aquitted of all charges just because he was a police officer. They are not above the law and any ordinary citizen would have been locked up for a very long time. It's no wonder that we have no justice system in the mid ohio valley. Local law enforcement needs to stop showing favortism toward their own kind and uphold the law. I personally have no use for local law enforcement.

PEOPLE DO NOT KNOW WHATS GOING ON IN THE POLICE DEPT. THE CHIEF IS OUT FOR HIMSELF ONLY, HE DOES NOT CARE ABOUT THE MEN AND HAS PROBABLY TIED THIER HANDS. ITS TIME TIME FOR WALKER TO GO. WHETHER YOU LIKE GARVEY OR NOT, FIELDS IS THE WORST. THIS IS NOT THE FIRST TIME HE GOT SOMEONE IN TROUBLE TO GET PROMOTED, JUST ASK RANDY KING. IF THE OFFICERS COULD TALK WITHOUT GETTING IN TROUBLE, WALKER WOULD BE GONE ALONG WITH FIELDS. THERE IS A LOT OF GOOD OFFICERS ON THE DEPARTMENT. WHO ARE THEY GOING AFTER NEXT. BELPRE IS STILL A GREAT PLACE TO LIVE.

people people I realize that there are people out there that believe that Officer Fields did nothing wrong, well you believe what you want and you better pray he does not do to you what he did to Garvey and other people. This Officer is not a nice person and he has a corrupt side to him and he has broken the law himself and Chief Walker has looked the other way and always makes excuses for him and nothing is done. I hope the Mayor is reading these and does a lot of thinking as he needs to somehow talk to people that have dealt with Officer Fields but are worried about coming forward as they have to live in this town also and that is not easy when you know he is head hunting you.... Belpre needs a clean up and also the officers need to be taught how to do a investigation.

ok people there is a lot more going on in Belpre that the paper and news does not know... I think things in Belpre have been wrong for a while and maybe we need someone new running the Police Dept... I vote that Garvey go back and take the Chief's job and put the Chief as a road officer again and see how that works....

garvey...man was that judge wrong! we ALL know this man is always up to no good, and never should have been let go. oh well..what goes around, comes around..he'll get his one day..or so we can hope!

i find it to be very sad that "just because "he is a"police officer"the charges were dropped.if he were just a "normal citizen"he would be in jail were he belongs!!!is justice decided by what we have done or by who we are?it is aterrible shame the message is sending to our community !!!!

justice prevails? where the sun don't shine! Belpre has always been a corrupt little Payton Place where if you have money you can buy your way out of anything if you have the right name to go with it. Since when tho has it been illegal to possess cash and legal for the cops to intimidate a young lady working hard for that cash? I have lived here for years and am familiar with most of them, Garvey, Smeeks, Fields, Davis, Williams and the Chief Walker are all good cops but also will show favoritism and be your friend to your face then stab you in the back when you turn around they are no different than any other humans, they all put their pants on the same way we do and I'm sure they have all made mistakes just as every one else, no one can be perfect all the time! They are suppose to be working together to solve crime not against each other.To be complete fair this trial should have been taken out of jurisdiction where no one know any of them thus no favoritism shown to any party

It saddens me that police corruption has become a way of life and applauded by the public. Dave Garvey being found not guilty is itself an obstruction of justice. The motto "to serve and protect" is an oxymoron when used in reference to Garvey. Sgt. Fields does not deserve the barrage of insults being thrown at him. Fields is the epitome of decency representing the police force as well as being a regular citizen. The Belpre Police Department should re-evaluate some of the other officers on staff and learn from the integrity that Sgt Fields displays everyday and consider itself fortunate to have him!

This man and this county are as corupt as they come. Evan attorneys as far away as columbus know our judges and police are corupt. Not all ,but way too many! This is just another perfect example. He has a drug problem and so does Lane.

Another brilliant display of local ignorance. If you don't know the facts, then why not just keep your mouth shut and move on? Does it make your life easier to deal with to anonymously lash out at a person on the internet? Have you ever walked in Joe's shoes? Are you a mouse in Dave's pocket? Grow up and find another way to pass your time. If you are dissatisfied with the protection you are receiving as a citizen of Belpre...move. If you are unhappy with the way that the court system is operating...do something about it. Making a random comment on a WTAP news page is not going to change the world.

What a joke this has turned out to be. I have to agee with Oz, some people do live under rocks. Not gilty my foot.There should be an investigation into all of the cops in Belpre start at the top and work your way down.

oz.... like i stated I think the people of Belpre need to look at the top as that person needs to be held accountable for what is going on in his department, but instead he has his favorites that can do anything and he pats them on the back....

If anyone believes that Sgt. Fields is in the wrong....you are very wrong! If anything, he is one of the most outstanding officers on the Belpre Police Dept. Sgt. Fields has done nothing but his job...but that can't be true for Garvey. He has done so many things that he should have been gone a long time ago. Sgt. Fields is a very responsible and reliable policeman. There isn't a more respectable officer than Sgt. Fields. If he is so corrupt, then why would he still be there? And why is Garvey gone? I suggest if you are going to try to destroy the best Officer in Belpre, then you will be looking for a long long long time to find something that he has done wrong. As far as the promotion...that is all a lie....that is just an excuse that Garvey and his "supporters" have come up with to make it look like he was being "set-up" or "railroaded".

I've know fields for over ten years, an have heard only how his honest way with people, got him where he is today. Some one must feel very low to say the things. about him.We should have more policemen like him in the town of Belpre, then, things would not be so bad in such a small city. You can plain see some is out to do an unjust to him. he is one that speaks the truth,as I have dealt with some who are nice to you face, an turn your back an they stab you good, an thats a fact. garvey had to many dirty friends on his side, an it will come out, the truth always leaks out, an I grant you give it time, an people will find out what is going on.In the mean time let sargent Fields have the credit thats do him.

Justice. My 5th grader can do better investigating then then the Belpre police force. If I was Ira Walker or Joe Fields I would resign. I hope they can sleep at night and live with themselves,with what they have caused. You Don't mess with people's life and there property. what right do you think you have. My thoughts and prayers go out to all the Garvey Family. The Money that was spent on a frivious lawsuit could of been used to help all the children on Belpre City Schools. How sad is that. Grow up Belpre clean house. We need new people in office. Wake up Belpe.

I agree Sabaka on what you said but you forget someone and that would be Chief Walker as he should be held responsible for this being allowed to go this far. Chief Walker knows and has been aware that Sgt Fields does things that are illegal and nothing is done to him, maybe we need to start a investigation on those two.

Viet Nam vet, long time outstanding police officer and he was put through this mess over a potential promotion? Way to go Fields. How very sad. All information available to the public indicates this was an unwarranted error on the side of caution to avoid the appearance of impropriety. Who is bearing the costs Dave Garvey has incurred in defending this ridiculous fiasco. Fields, it appears you are a disgrace to a cop suit. You are not due the respect a police officer must have to be effective. May we be given a reason you have not resigned or have been fired? Hopefully you will never again be permitted to wear a badge unless it is on the cap of a cab driver.

First you are bumbling around incoherently outside of your car on a public street. Then the police spot an unlabeled bottle of prescription medication (pills, possibly narcotic and a potential felony)in your car. Then when you are asked about your behavior, you respond that it's a bad reaction to a new prescription yout taking. Then the police not only allow your UNSEARCHED car to be driven to your home, make sure that you are safely transported there also and only later try to identify the pills in your car (no longer in their possesion) by looking them up on the Internet! It won't happen that way for you, folks and it shouldn't matter that the person involved was a local dentist that gave "law enforcement discounts" at his office. But it had to play a factor in the decision for the police to handle the situation as they did. I consider it poor police work and the fact that it went unpunished in court today may cause many of us to question our safety with our judicial representation.
