Last April we brought you the story of the Morgan County Dog Warden that had been shooting unwanted dogs in the head and burrying them in shallow graves behind the pound.
The prior Dog Warden, Jeff Driggs, resigned amidst allegations and a new dog warden took his place.
The County has also entered into an agreement with the Humane Society.
All that has led to a dramatic decrease in the number of dogs that have had to be put down.
But Ohio SPCA President, Edward Sisler, says the County has been standing in the way of making more progress and he claims there are discrepancies in the county's budget that are not accounted for.
"A real spirit of cooperation would be nice. This is not political. We care about taking the next step," said Edward Sisler, President, OH SPCA.
"I've never heard any allegations like that, but since i didn't talk to Mr. Sisler, I'd need to see what he's referring to," said Don Reynolds, Morgan Co. Commissioner.
Sisler showed up unannounced to meet with the Commission Monday but the commissioners were at another meeting.
Sisler says if he cannot get the Commission to rectify the situation by the end of the week, the SPCA's legal team will file a claim with the Attorney General's Office.
