Why do the police keep giving people that they put in jail fines. If their in jail they obviously can't pay them. Just put them in jail and be done with it.

ok that is messed up guy sells some coke and faces up to 20 years and a million dollar fine 19 year old kid is charged with DUI causing death and faces 2-10 years what a judical system we have
