The Ohio Senate approved a second temporary budget Monday but there's still no agreement on a permanent two year budget.
Governor Ted Strickland said Republicans are not coming up with a counterproposal to overcome the $3.2 billion dollar deficit.
Strickland said his plan to put slot machines at race tracks would raise $933 million Meanwhile Republicans said the plan has "fatal flaws."
Ohio State Senator Jimmy Stewart (R) 20th District said "And we as Republican senators have asked many questions of the governor's casino gambling plan that have exposed the fact that it will not generate nearly the $933 million that he claims it will.
Senator Stewart said there have been other proposals that would not decrease services but improve effeciency such as consolidating food inspections as well as mMedicaid savings that would cover the deficit.
The second temporary budget is expected to go into effect Tuesday after the governor signs it.
