Columbus, Ohio (AP) -- The Ohio Parole Board has rejected mercy for a man who killed a woman and scattered her body parts and could be the first inmate executed using just one drug.

The board ruled unanimously on Tuesday against a clemency recommendation for 50-year-old Kenneth Biros following last week's clemency hearing.

A federal judge has temporarily delayed Biros' Dec. 8 execution but left open the possibility the execution could still happen if the state revised its execution rules in time.

The Department of Rehabilitation and Correction said Friday it was eliminating the standard three-drug lethal cocktail and would use a single, powerful dose of anesthetic instead.

Biros killed 22-year-old Tami Engstrom near Warren in 1991 after he offered to drive her home from a bar.
