Charleston, W.Va. (AP) -- McDowell County will regain full control of its schools within two years.
The State Board of Education agreed Thursday to set a time frame for relinquishing oversight of the county's school system.
The vote comes a month after the State Board voted to give partial control back to the county.
Department of Education spokeswoman Liza Cordeiro says the county has until july to perform facilities maintenance and cleaning.
She says long-term goals involve student achievement and board policy development.
The state seized control of the school system in 2001 after an audit found more than 260 deficiencies, including low student test scores, a lack of teacher certification and decaying facilities.
