Forty-two-year-old William Lyons of Belleville was arrested last month for allegedly neglecting his two horses.
According to Richard Hudson with the Parkersburg Humane Society, the animals were left without food, drinking water, or shelter during the floods.
The horses were taken to a secure location for veterinary care, and we are told, are now doing much better.
Lyons decided not to sign a plea agreement.
The case will now go to a pre-trial hearing.
Humane Society officials tell WTAP, if the horses are awarded to them in the end, they will be put up for adoption.
