Police arrested 32-year-old John Snider during a routine traffic stop around 3:30 Saturday afternoon.
Both Snider and his girlfriend, Russetta Naylor, are charged with five counts of animal abuse after police found two dead dogs in their Pickering Street home and three others starving to death back in February.
Naylor was arrested at the time, but Snider was nowhere to be found until Saturday. He was held at the Wood County Jail and was released on bond late Saturday.
There’s no word yet on how much the bond was for.
