West Virginia delegates have unanimously passed Gov. Manchin's "Healthy Start" bill, which aims to limit access to soft drinks and increase physical fitness offerings at public schools.

House Bill 28-16 would allow middle and junior high schools to stock half their vending machines with diet soda and other drinks that contain up to ten grams of sugar.

Delegate Larry Border of Wood County convinced colleagues Monday to amend the bill to refer to sucrose levels instead of sugar.
