Distracting??? Drivers are too busy carrying on their cell phone conversations to even notice other vehicles so I'm sure billboards will be no distraction.

How are digital billboards more dangerous than moving panel billboards or "shocking" picture billboards? I think as long as they don't "flash" or "strobe", they should be allowed. Taxed, but allowed. Let's get the highway maintanence budget a shot in the arm from these revenue generators...
