Release the 9-1-1 Tapes

Another school year. Another rash of bomb threats in Wood County.

Kudos to the law enforcement and school officials who have been able to nab the juvenile delinquents who are responsible for all of the hassles this week.

And no kudos at all to Wood County prosecutor, Ginny Conley, who must be living in a time warp.

Despite our efforts in the past week and last Spring, Ms. Conley has steadfastly refused to give WTAP or other media access to the 9-1-1 recordings of these phoned-in bomb threats. We wanted to put the audio on the air, not to grandstand, but truly in an effort to see if people could help identify voices and bring an end to this nonsense more quickly.

As far as we've been able to determine, not ALL of the people involved in last Spring's bomb threats have been captured.

This week, it appears as if new technology has been able to nab suspects in a much quicker fashion. I hope that all the twerps out there who somehow think this is a good use of their time, will remember that. And I hope that the schools will do as Superintendent Bill Niday vowed on WTAP at Five this week to do: prosecute them to the fullest extent of the law.

But that does not address the situation with Prosecutor Conley, who told WTAP News this week that the reason she does not like to release 9-1-1 recordings is because of what she called the "rule of ethics," whatever that mish-mash of words might mean. She says such a release could contaminate a possible jury pool who would hear the recordings and hold them against a defendant when the case came to court.

Baldersdash.

First of all, most if not all of the people that have been caught in these threats in the past year have been juveniles. They are NEVER going to have a trial with a jury. So that's a false statement.

Second, if you were to take Ms. Conley's remarks literally, the news media would never be allowed to release the name of any defendant, juvenile or adult, in any crime, no matter how serious. We'd never be able to show his or her face. We'd never be allowed to give any details about the alleged crime. And perhaps, we'd never even hear about the verdict since, afterall, verdicts can be appealed and defendants can get new trials, in front of new juries, at which time they might be found not guilty.

The curiosity is: Why does Wood County's prosecutor balk at sharing the public records -- which is what the 9-1-1 tapes are -- with the public, by way of the media? Is she concerned that if she does it once, the 9-1-1 center will be asked to turn over tapes on a weekly or daily basis? That's doubtful.

The folks at the 9-1-1 center do a great job and try to be as helpful as possible. But let's say, by chance, a 9-1-1 operator was not doing a good job or handled an emergency call badly, resulting in a death. We can only assume that a recording of that call would not be released either. The public would never know what happened even though it's the public's money that is funding the 9-1-1 center.

And the other curiosity is: Why is it that Washington County Sheriff Larry Mincks seeks the news media's help in capturing criminals by releasing 9-1-1 tapes when necessary, while the Prosecutor in the area's most populous county, does not?

Anyone who watches TV these days knows that the release of 9-1-1 tapes is a common practice all across the U.S. Is Wood County so special, or its prosecutor so singularly enlightened, that tactics and procedures that are almost universal don't apply here?

It's just another blatant example how those with the power to dispense or withhold information, will more often than not, choose to withhold it.

Posted by: matt as much as i agree with ur idea if u put these tapes on the air u are on a thin line. minors have a right to privacy, so even if u released these tapes and they found whoever it was u could not release the names.

well she is probably C.H.A. and afraid one of her relatives might be one of them she always covers up these things in order to frame it to her needs. No one ever gets sent to jail over these things and they will continue because it is an easy out for them. If the prosecutor would spend as much time on murder cases as she does on these trivial crimes we might be able to solve some of the murders going on in our town or maybe bust the drug dealers who sell dope in the same parking lots the cops hang out in on 16th streets. and there is no comparison of this town with larger cities there they prosecute people and put them in jail here if you know someone in the courthouse you get a free pass

releeasing te tapes is a bad idea in my mind.it is a good idea though,but the bas aspects of it rule out the positive.realeasinf the tapes would make it easier for the people of pjb to identify the susect,but it woul dalso make the suspect have a sense of pride knowing that he hasnt been caught yet and everyone can hear his voice.they need to keep these threats low key,and not make them public.like i said in another comment,as long as phs is doing its job,they should be able ot know if there are any ED in the building.there wasnt,and if they had better sequirty then they woul dknow it was just a bs prank call.the gun threats are more scary though.it would be too easy for that to happen.that scares me to know thi sbecauys ei have good friends still there.ia person can just walk right in the builsing without being stopped.i walked in the other day to see if i would get stopped and i went straight in the builsing.now thats scary that it is that easy.there werent any facult guarding doors.

Folks you are missing the point - by law 911 recordings are public records, even in the good-old-boy government system of West Virginia. Such recordings are routinely released every day in every state. Here we have a county prosecutor violating the public records law. How can we expect to have honest, transparent government when citizens are praising a public official for not following the law?

Isn't it important to share information with the press? WTAP and all news outlets are in partnership on many issues with the Police and Prosecutor. What we have is that the trust between Government and Media has dissolved. The press cannot trust the local officials, because they have not proven to be trustworthy. The officials are concerned that their statements and positions will be edited or twisted. The days of "off the record" are gone. BUT, doesn't there need to be a time when officials can speak to media "On background"? To fill a story in, to bring the media up to speed, and to explain the "Timeline" for when information will be made available? Then if the official doesn't prove trustworthy, they are held accountable. Perhaps that has already happened? Perhaps the local media has been down this road once to often, and now, the firing squad is all that is left. FOIA is a tool. When used correctly it shines a light into the darkness. Keep shining Roger.

Posted by: disgusted Our family attempted to get information from 911 calls in May 2008 regarding a death in the family. While the 911 center was very helpful, we were told that Ginny Conley would "edit" the information released in the report. After Conley's "edit", there was absolutely no validity to the report. Even the Freedom of Information Act seems to be open to alteration in Wood County. Our local legal system is in dire need of an update - it no longer works for the local citizens. It is past time for the "good old boy/girl" network in Wood County to go. ALL citizens have a right to 911 information - especially when it could help stop crime and persecute criminals.

I can remember being a student at PHS and can also remember such bomb threats being called in. It is nothing new..but its high time that its stopped. The person or persons responsible for this..if they are in fact students should be expelled from the Wood County School System indefintely. Let the parents of these pranksters find a better school system than Wood County to finsih out their childs education career.

I agree with the South parent. The last I heard about the juveniles responsible for the threats last year was that one was expelled from school and one hadn't tried to return to school, but what was the real punishment for these kids? Was there any jail time involved or time at a juvenile delinquency facility? I understand their names may not be able to be released but the outcome of the judicial process should. I don't think the kinds of students that would call in a bomb threat would care about being expelled from school. I believe some real jail time should be involved and publicized so that the next kids considering doing the same thing may reconsider. I believe their parents should be responsible for paying back the cost involved in their childs criminal behavior. Kids need to realize in todays world where bombs go off and kids are shot in school that a bomb threat is basically a threat to commit murder of hundreds of kids. WTAP please tell us the outcome of last years trials.

I WOULD LIKE TO HEAR THE 911 TAPES I THINKS ITS OUR RITE WE SHOULD BE ABLE TO HEAR WHAT IS GOING ON I ALSO THINK THAT THE PARENTS SHOULD BE BROUGHT UP ON SOMETHING THEY DIDNT PAY ENOUGH ATTENTION OR CARE OR THIS WOULD HAVE NEVER HAVE HAPPENED

Your blog to the release of the 911 it the opposite of your anwser for why the community can not receive local channels from Direct tv. The tech is available for most anything today except allowing people to see what is right in other large cities. Nice try Roger, but as always you are talkking out of both sides of you mouth.

Is it OK for a WV STATE Trooper to lie on a police report to make a situation look like a DUI happened? Is it OK for another WV State Trooper to forge the other WV State Trooper's name directly in front of a judge? Is it OK for a WV State Trooper to file a report saying that he asked somebody to exit their vehicle when that person was not even in their vehicle? Do timelines matter as a WV State Trooper files a report and testifies under oath in the court of law? Dealing with the TIMELINE, is it possible for a WV State Trooper to pull somebody over, check their registration via E911, walk back to my vehicle, go thru his interview process, ask me to exit my vehicle, perform all of the necessary field sobriety tests himslef to the accused, have the accused perform the tests, check a breathalizer, consult with a WC Sheriff if the thing is correct, drive to the Sheriff's dept. UHL within 15 minutes? SUPERMAN MAYBE and a LYING SUPERMAN at that!!!!!!!! I DON"T THINK SO!

No do not turn the tapes over to WTAP. Only thing will do is make an easy story for WTAP to get. " which WTAP needs to have somthing to put on" and and like one other has stated, make the person or persons at fault feel important. If WTAP wants to make a story go to high school talke to STATE ,city, County sher dept to see what went down and not aske for how they will be trying to get effidice.. That is what is wrong with this country for one the bad know more thanks to News. " except for those Watching wTAP./ I think it is time to cover what is done when the person or persons are caught and not how they are miss. treated. I think it is our duty to protect First and Foremost and also to keep the Public informed. I have served on Jury and hearing the 911 bomb threats recording, then later be selected to for jury duty would not have changed my mind one IOT .

In Ohio 911 calls are public record as they should be in West Virginia. Whether they should be played on air is a whole other question. Whether the public should have access- yes. Ohio laws aren't perfect, but they are right in their open meetings and public records laws compared to West Virginia.

wtap needs to knock it off...let the professionals handle it...the cops, fire dept., schools have done an excellent job...it's called an investigation, just because you want the 911 tapes doesn't mean you are owed them...obviously, that should be a mute point anyway, they have been caught...stop trying to be "joe cop" and continue trying to improve your newscast...your focus should be on the quality of your news and anchors, not judging law enforcement

the tapes should be releashed along with there names the public has the right to know we are the ones who pay taxes which pay wages of all the law andfire wages that wasted because of these individuals the fire and police have enough to do without going to phs everyday i am curious if anything will be done besides getting expelled from school i guess it depends on who they are i appreciate what fire and law enforcement do in this area if they could our prosecutor to do something maybe it would break up this routine

Why does anyone want to hear the tapes? They were caught, lets focus on the punishment phase. WTAP said they wanted the tapes made public so they could "help in the apprehension." We who know WTAP know that is bull. If WTAP was truthfull in this statement, made on their broadcast, then the reason for wanting the tapes no longer exists. This is so "small town news" it's not even funny. You guys don't get it. Put some more focus on the law enforcement, fire department and BOE employees for handling these threats with skill and seeing that all of our kids were taken care of. That would make for a better news story.

I don't think the 9-1-1 tapes should be released. All its going to do is make the guilty party or parties feel famous. I think wtap should drop the issue and stop complaining cause all it will do is cause me to watch another station to get my news

The 9-1-1 tapes should be heard. The juveniles should be prosecuted (to the fullest) and the parents should be made to pay for the expense of the officials due to the threats. Also why aren't the juveniles in school?

WTAP is getting to bent out of shape on the matter of releasing the bomb threat 911 tapes. Who really cares to hear them anyway? WTAP should be spending their efforts on the fact that the persons involved in making the threats have been caught and that anyone in the future that attempts this kind of stunt will be caught, too. Bickering over to release or not to release such tapes is just plan childish and seen as an attempt by WTAP to try and keep up with the much larger cities, such as Charleston or Wheeling. Ginny Conley needs to stick to her guns and use the tapes for prosecution ONLY!!!

Since Mondays bomb threat,I have heard so many times.What happened to the ones that did this samething last year?Maybe,this would STOP if more information was released on the punishment of these kids!!That is if the punishment was harsh enough,but we don't know what that was,Do we?If,these kids are goin to make these calls that effect so much of the community than the community needs to know all the information.I think the names,911 calls and punishments should be released,so if this is done again,these kids know what they're facing.And have to face they're community.
