Wood County grand jury indicts 15, including 2 on murder charges

PARKERSBURG, W.Va. (WTAP) Two men accused in separate murders in Wood County were among 15 people indicted on Wednesday.

A grand jury indicted Bernard Bell, 35, of Houtzdale, Pennsylvania, on charges of murder, first-degree robbery and grand larceny in the killing of Dominique Higgins, 31, in May 2017.

She was found dead in her apartment at the Abbey Village Apartment complex on Route 47. Authorities have not disclosed a motive in the killing.

According to the Pennsylvania Department of Corrections website, Bell is currently being held in that state on unrelated charges.

The Wood County sheriff’s office handled the investigation.

The grand jury also returned a murder indictment against Jared D. Kessler, 19, of Parkersburg.

He’s accused in the stabbing death of his mother, Carol Kessler, 50, at their home on Stadium Drive in November.

Kessler is being held without bond in the North Central Regional Jail.

Also indicted on Tuesday were:

- Bradley Hall Anderson, fleeing from an officer in a vehicle with reckless indifference; obstructing an officer.

- Darrell Alan Boggs, burglary; conspiracy to commit burglary; destruction of property; breaking and entering; entering without breaking; conspiracy to commit breaking and entering; and conspiracy to commit entering without breaking

- Kaula McVey, burglary; conspiracy to commit burglary; destruction of property; breaking and entering; entering without breaking; conspiracy to commit breaking and entering; and conspiracy to commit entering without breaking

- Adriane Brooke Cochran, two counts possession of a controlled substance with intent to deliver; keeping or maintaining a dwelling for the keeping of a controlled substance; and two counts possession of a controlled substance

- James Dwayne Davis, two counts possession of a controlled substance with intent to deliver; and two counts conspiracy to commit possession of a controlled substance with intent to deliver

- Andre Allen Stampley, two counts possession of a controlled substance with intent to deliver; and two counts conspiracy to commit possession of a controlled substance with intent to deliver

- Nathaniel Tyler Farley, burglary, grand larceny, fleeing from an officer in a vehicle while under the influence of controlled substances, fleeing from an officer in a vehicle with reckless indifference, two counts fleeing from an officer in a vehicle resulting in bodily injury; fleeing from an officer on foot; and escape

- William Paul Fluharty, breaking and entering; and grand larceny

- Kevin Matthew Hess, burglary; breaking and entering, petit larceny; and breaking and entering an automobile.

- Anthony Ray Leisure, delivery of a controlled substance, second offense

- Rachael Bernice Martin-Campbell, two counts shoplifting, third offense

- Sean Michael Masten, possession of a controlled substance with intent to deliver; and two counts possession of a controlled substance

- Troy Justin Mowery, burglary; and attempted petit larceny
